Shellac! Help!!

We are making anchor "paddles" for our twin, and I need some shellac info! Can you shellac over something you have painted? Or not?

HELP!!!

You probably won't need this advice for a paddle, but just a little helpful info that I got once... If you mix glue into paint, it sticks better.:-)
