No, you can't lock other people's threads, only a moderator can. However, you can ignore a person's posts. To do so, click profile under the person's name. When their profile comes up, click "Add [ZetaAce]* to your ignore list".

*Replace ZetaAce with whoever it is you are trying to ignore.
