Do all NPC sororities participate in C.O.B ? Or does it depend on what the specific chapters want?

A chapter can only participate in COB if it is under total, the "maximum" size of a sorority as set by the campus Panhellenic. Chapters that are under total are highly encouraged to do COB in order to grow.

Also...
 

A chapter can also COB if they did not reach Quota during formal recruitment. This means that they could be above Total but still have Quota openings to fill.

Campus' that don't use formal, total and quota also operate under a cob form. (or we do) no one on campus worries about numbers, there is talk about implementing it so we can eventaully get more houses, but we don't have to worry about limits.
