I am not initiated however, I did sign my name and date into a book at the beginning of my pledging process. I know I would have to wait a full year before going through recruitment again but does this mean I can't join another sorority or become a founding sister to a new sorority??

I guess we need to clarify a few things. When you say you accepted the bid at the beginning of this past semester, you mean fall 2015, yes?
What kind of sorority is this? Local, NPHC, NPC, multicultural....?
When you say "...become a founding sister to another sorority", what do you mean?
If you're talking about an NPC sorority, did not initiate and resigned your membership, then yes, you could participate in recruitment again next year. However, whether or not you would be successful depends on the campus culture and if you left your previous sorority on good terms. Whether or not you can be a founding sister for a new sorority depends on what kind of sorority you mean (local, NPC, multicultural, etc).
