In the 1940s, that was a fairly common way of colonizing chapters. Remember, it was before field secretaries/leadership consultants/graduate consultants become a part of NPC life.

When Tri Sigma colonized at Oklahoma University around 1979-80, several members from other schools transferred to OU to start the chapter.

I believe there is a distinction between THEN & NOW -- While today, some college panhellenics will allow students from a nearby college to participate in the recruitment for a colony, back in the day, collegiate members of the colonizing groups might actually transfer to the new school and take classes while assisting the new colony members.

I spoke to a woman just the other day who was a member of Chi Omega's Upsilon Delta Chapter/UMiami who transferred to the Univ of Florida, along with 3 of her Sisters, to help start the Eta Delta Chapter in the 1950s.
