A colony? When did they close the first time? They were around when I was in college, which was, oh, wait almost 8 years ago...

Close for at leat 4 years

The Delts at OSU (Oregon State) have been closed for a few years now. I would expect they will be back in the near future, but know of no official plans. I believe they closed in 1999.
