rushing twice?
 

I rushed a local sorority and received an invite to join, but had to decline because of personal reasons. I realized it was a mistake and wanted to rush again this upcoming quarter. should i not bother? are my chances slimmer now that i've turned them down once?

We don't know you or the organization. However, if this is something you really want and believe that your situation has turned around, then go a head and go through recruitment. You wont know if you can get a bid again until you try.
Do they know why you chose to decline your bid in the past?

yes I gave them an explanation for why I declined. I just really hope they accept me, i get the feeling that they hate me now as I'm the only person that declined their bid last semester :(

Did you tell them it was personal reasons and had nothing to do with them as a sorority or any of the individual members (if that was the case)? If so, then they should hardly hate you.

The only situation I can think where they would hate you for "personal reasons" is if you had a issue with one of the members and other members went out on the line to offer you a bid.
