I've never been aware of separate quotas at UK. Sophomores can do okay at UK as long as you have grades, know people, showed some kind of involvement, and have paperwork in order. I knew many sophomores at UK that rushed successfully for both the first and the 2nd time. UK's recruitment highly favors freshman and mostly freshman go through. Not all chapters are keen on taking sophomores and that will vary from chapter to chapter, year to year. Some chapters do like juniors and wont hesitate to give them a bid. I do know of at least two seniors that have gone through recruitment at UK and got bids--but they were well connected in the chapters they got bids to and were cut heavily throughout the process.
I have heard the rumors for years about the sophomores "counting as two" and "juniors not being counted in quota" and have primarily heard that about one chapter in particular. I've never been told or shown any evidence of that, especially with the RFM system in place. I would dismiss that as being rumors, and if it did turn out to be true, there is nothing you as a PNM can do about it, so focus and worry about the things you can control.
