House at Total and Transfer
 

If a house is a total and a transfer comes to the school. Can the chapter affiliate the woman even if they are at or over house total?

Per MOI (p47):
Transfer (B-1977) If a chapter is at total and wishes to affiliate a transfer member, it may do so even though the addition of that member will put it over total.
