That's the way it was in my chapter as well unless there was some extenuating circumstances. For example, the year before I came to college my chapter was suffering from low numbers and inactivity. Instead of doing something about it the E-Board closed up shop. They all resigned their offices, stopped holding meetings or event and basically gave up.
The next fall (the semester I pledged) the adviser helped to put together a new e-board but since all the old chapter members were gone (having left along with the officers) we started from scratch by creating totally new family trees. However, as I said this is an extreme situation and one I hope no chapter must ever go through.
