I know that Alpha Delta Phi regularly pledges upperclassmen. The chapter is not a member of IFC, so you'd have to do some searching for them.

Out of a pledge class of 9, 3 brother from my pledge class were Juniors, therefore there is nothing wrong with rushing as a junior, and I get along the closest with one of my pledge brothers that is a Junior and me being a just finished freshman

Alpha Delta Phi's Nittany Chapter

And just to be clear, while the Alpha Delta Phi chapter has yet to join the Penn State IFC (governing board for fraternities at Penn State), the chapter is a full chapter of Alpha Delta Phi which is a member of the North-American Interfraternity Conference (i.e. NIC).
