At very large schools like UF how can there possibly be accurate perceptions of tiers? Maybe you don't hear/see much about certain GLO's but they may be the same ones that other people hear a lot about! Doesn't UF have over 33,000 students, and if I counted right, 24 fraternities including the two that the OP didn't rank? It all comes down to which groups you are exposed to the most through tent talk, gossip, friends etc. that forms your biases towards where a GLO is ranked. Therefore you can get wildly different answers depending upon who you ask, so it really is a moot point. Also, is there some unwritten rule that says when ranking by tiers there can only be 3-4 top tier chapters(out of 24!!)? If you are seriously going to rank then you need cold hard facts:
Strength of recruiting
Is the leadership strong and dedicated
Is their financial house in order
Are there recent RM violations
Chapter GPA
Campus inovlvement
I think you would find that you would have many top tier houses if you judged by factors other than perceived reputation.
