OMG dude seriously.....Let's break this down.
John can ban IPs, but he'd have to ban a 'block' which might include people that didn't do anything wrong.
Physically/technically, YES he can ban IPs...but for all intents and purposes can he? NO. John cannot ban IP's because if he did it would probably block innocent people too.

Technically, we could all sit in a line and join our computers together with one long ethernet cord and set up our own lil network that would not include you......but for all intents and purposes we can't because its not realistic and God just isn't that merciful.

SOOOOOOOOOO, in summary..........
