ETA: Well, it's all over FB, so...Theta Omega chapter of AOII got Quota +9 for 50 new members!! I enjoyed working with them this weekend and am so proud of the results of all their hard work.

Wow...that is a mess. With SK coming on, that's going to be a mess. Try to COR when a new colony is recruiting. Not good.

It looks like they set quota too high. No one has quota additions. FIVE chapters below quota. Somethings stinks in Tempe!

they can't COR when someone is colonizing. It is prohibited from a certain time prior to the colonization until a certain time after the colonization.

Is it in the Green Book or is that just a courtesy that the school's Panhel enacts? I've heard different answers to this one.

I was just looking at the DePaul numbers demon15 posted and their quota is almost half of their campus total too. I would wager that's probably normal when expansion is ready to happen or rather, is why expansion happens in the first place. Doubtful they want to jack total up if all chapters don't have parity.

Here's what the Manual of Information says (notice the use of MAY)

B. Each NPC fraternity chapter has the right to COB to reach Quota or its
total allowable chapter size during the regular school year as defined by
the school calendar. To accommodate the colonization of a chapter or to
allow a chapter to build its membership, the College Panhellenic Council
may vote to suspend COB for a period not to exceed three weeks.

If they want to keep total at 125, they're going to have to be adding more than just Sigma Kappa, but yes, they've got a bigger problem to solve first. RFM does not seem to have worked correctly this year. Did too many girls SIP? If they went from 3 to 2 Pref parties, maybe too many girls got cut out before pref. Or maybe a LOT of girls dropped in favor of waiting for SK. If that's the case, many of those will be available again in a few weeks because SK won't be able to take everyone.

Do the numbers above reflect snap bids as well?

They have three new chapters coming to ASU over the next 4 years. SK in 2011. KD in 2013. AOII in 2015.

ASU went from allowing PNMs to attend 2 pref parties to allowing them to attend up to 3 this year, not 3 to 2.

What a mess
 
Most of the NPC groups at ASU insisted their chapter delegates vote for three preference parties this year while those familiar with ASU's campus knew it would never work. When a little less than half your chapters don't make quota, RFM obviously screwed up. Quota should have been much lower with quota additions to place women. The stats also reflect a lower placement rate of women as well compared to last year. Kappa Delta will be recolonizing and I believe AOPi coming on in the next few years. One of the traditionally top recruiting chapters on ASU didn't make quota, something didn't work. Snap bids aren't included in those numbers.

It would be interesting to know what the placement rate was.

I'm assuming this is just some growing pains due to change and will work itself out. In the meantime, I'm sure the strong chapters who didn't make quota can make up the difference pretty quickly. And I had forgotten about the stacked expansions. Good for them!
