What is/was the pledging moratorium? The term sounds like a hold was placed on anyone joining an organization.

"Pledging moratorium" means that pledging has been banned in NPHC organizations since 1990. I wouldn't use the term "moratorium," I would just say "ban."

However, in general, a moratorium IS when joining an organization is stopped for a certain period of time.

In the late 80s, some NPHC orgs did have a moratorium on pledging, so that the NPHC as a whole could address the issues of hazing. Since then all LEGAL processes have been changed to non-"pledging" ones. That it all I can say about that.
