You're talking about children and parents who are not 100% internet savvy. Groups like 4chan can and have found the information of pretty much anyone - for the lulz. They 'hacked' Sarah Palin's email by finding out her dog's name, they harass people, even innocent people. This isn't the more 'noble-minded' Anonymous. This is a site that can just barely avoid posting child porn on a regular basis.
That isn't some sort of 'expected and fair result' of posting a video on youtube.

Serious question (to those lawyers out there) – I know that cyber-bullying is still a fairly new concept, so maybe no one will really be able to answer this, but… would the burden of proof be similar to that of libel and slander, in regard to the difference between these crimes being committed against someone famous vs. someone like you or me?

If 4chan is involved, it's cyber harassment. And being a child probably mitigates any celebrity 'expectation of privacy' lacks.
