Thanks, Havana. I do understand what you're saying and note that it is a paranthetical expression. However, the extraneous use of "all" (which isn't required if the sentence is constructed to be read in the way you've read it) has to somehow be explained.
It's possible she's just a sloppy writer when it comes to word choice but it's equally as possible her sloppiness manifests in selection of punctuation marks.
The WaPo has a recent history of using marginally qualified JV writers to report on stories way out of their depth, as they did here by assigning a baseball correspondent to report on the presidential election. They also have all but eliminated copyeditors.
In fact, just last week, they had a young lady who is an okay video games reporter covering the White House! In her story, she identified Jair Bolsanaro not as the President of Brazil, but as the "Mexico President" [sic]. This shocking error in very basic geography was not changed until I called Peter Wallsten to address his attention to it. Here's an archived capture I took of the "before" version of that article:

I'm a strong believer that facts matter and that science is real. That said, I appreciate not all may always share my perspective in that regard and that's okay.
