I'm wondering what rules they follow for setting quota here. There are only two NPC sororities (and three locals) and the other NPC (Theta Phi Alpha) appears to have taken 8 new members.

I can't say too much since I am actively involved in this chapter, but there has been a LOT of Panhellenic issues. Only 26 women went through recruitment and quota was the median of 13, which did seem really high, but thems the rules.
