Actually they could have predicted the possibility of him being shot. Here's why:
1. He was the President.
2. Presidents get threats.
3. He was riding in a car with an open top.
4. They had received information about serious threats aagainst his life. In fact he had been advised not to go there in the first place because of the negative sentiment towards him.

As for the reaction time...
A shoe was thrown at president bush. Two shoes in fact. They certainly didn't react in a timely manner in that instance.

Also, think about it this way, THESE guys may have been only interested in protesting on the gun control issue, but who is to say that someone who REALLY intends to kill Obama won't try to masquerade as though they are protesting gun control and then fire off shots?
