Let's say a campus has 3 sororities: ABC, LMN, and XYZ. A girl attends the max of 2 Prefs at ABC and LMN and ranks them both on her Pref Card. ABC and LMN fill Quota before the girl's name is reached on either Bid List. XYZ didn't make Quota. The girl can be still placed as a Quota Addition in either ABC or LMN because she maximized her options and attended all the parties she was invited to.

Groups can also pledge higher than quota to meet house total. If a group had a lot of girls graduate the previous spring, then they would need to fill those spots, and sometimes it takes more new members than the quota number to meet that figure.
