A sorority isn't an automatic social life. If you aren't capable of making and maintaining friendships now it's unlikely that will change in a sorority. That is a personal problem. It is ENTIRELY possible to join a chapter, have a fight with Suzy Sorority, and have that result in a lull in your social life. It certainly happened to me on occasion as a freshman. That does not mean it is ok to say "I'm sad because I don't have friends right now, so my grades suck, sorry". Won't fly.

You have a lot of issues you need to address before you can be a productive member of a sorority.

I have no idea. We didn't have locals either. I think Millersville explains it pretty well:

Although the Panhellenic Council does not require a specific GPA to participate in Recruitment, the individual chapters establish their own requirements. The chapters strongly adhere to these grade requirements, and the University requires that all potential new members have at least a 2.3 GPA to join a sorority.
