They have a set number they can invite back and it's based on their historical acceptances. So a top group may have to release 30% on the first invitational. It's pretty heavy numbers for some groups. You can't include someone you really don't want when this is the case. And it's the whole point of RFM. I think it can work both ways: WRC's sometimes release women who seem set on SRC's, too. The point is the RFM tries to mitigate these types of situations, not that it's perfect.
