This is exactly what I was thinking...

I would hope that if there were leadership members of the chapter who had been to conference, held offices, really contributed, and considered their sorority a part of their lives going forward that those members might be considered for alumnae initiate status should they look into it. In this situation they have all seemingly been dismissed equally (when I seriously doubt all were equally responsible for whatever "it" was). But then again, not knowing any details makes this a hard situation to really solve.
