Thanks for clearing that up. I couldn't tell whether the Mexico thing was what was driving the other problems or just a facet of it.

I mostly think as Coramoor does on this issue, but if they can't stay on base without getting into fights w/ each other, how cohesive of a unit can they create if they have to go into combat?

Maybe that's why the suicide rate at Ft. Bliss has hit a high this year, they can't drink anymore or go to mexico for massages. El Paso has only had 20 traffic fatalities this year, most from people on motorcycles who can't drive. Anyway, they can have someone just buy them booze its cheeper on base, thats where we used to get ours.

Yeah, it probably will to an extent.

On a scale of law breakage, drinking and driving is much worse than underage consumption.

A Soldier willing to put his life at risk and those around him by drinking and driving (trust me, there are classes on this and weekly briefings before every weekend) isn't going to give a shit if he gets an underage also.
