Yeah....she is doing this 'research' for a 'friend'

Lol... My friend doesn't want to join an org just because of her situation, I wanna help her and by the way ... I'm a guy.

I think it makes her look wishy washy, myself. I guess it depends on the climate on her campus. If it is a situation where rush is looked upon as an opportunity to "do your research" then her actions are conducive to her environment. Where I come from, attending a rush is how you formally express your interest. I would have a hard tome voting for her...but that's just me. sorry
