I definitely agree that Chi-O deserves to be recognized as a top sorority at ECU (East Carolina, Tom). They're very well-rounded and involved in a lot of activities and they have done an excellent job of keeping their house in shape. And even though they're one of the older sororities on campus they've managed to escape a lot of the problems that plague some of the other organizations. I really wish that ecukd's post could have been about Tri Sigma but we've still got some work to do (although the group has come a looooong way in these past couple of years). I do think that all the groups on campus have strong points and weak points but that's definitely a necessity, considering the diverse group of girls who go through rush...er...recruitment.

Anyhow, sigmagrrl, to answer your question, I think that it definitely depends on what you're looking at. There's sororities like Chi-O who are very well-rounded and do very well in everything they do but then there are other chapters that have the reputation for the best-looking girls or the best partiers. It can be difficult being an organization with the latter reputation because it can attract girls who want to be a part of the organization for the wrong reasons and cause problems for the organization as a whole. Being "on top" in this sense is also very lucrative because one less than stellar pledge class can be detrimental to the group's reputation. It also causes a lot of rumors to circulate about your organization. Okay, I don't really know if that answered your question but it's the best I can do.
