I guess you COULD do that. LOL

I usually hear it referred to as the "Walk of Shame" party, where you'd make yourself look like a hot mess, and maybe wear some clothes of the opposite sex (acting as though you couldn't find your own clothes to walk back to your dorm).

I think a party where you had to come dressed as a politician with a scandal would be funny. I'd have my boyfriend go as Gary Hart (I've met him) and I'd go as Donna Rice while he was wearing a t-shirt that said "Monkey Business Crew" and randomly sit on his lap. Another great costume, Larry Craig (I've met him too!) and an airline employee or undercover cop.
