At my chapter if you were hungry and had food you ate your food before the meeting. As for drinks as long as you aren't making slurping noises we didn't really care.

Note sure how it is now, but at The University of Kentucky in the late 1970s/early '80s, every chapter had a chapter dinner before their chapter meetings.
