WTO
Red Cross/ Red Crescent
ICC/ICJ
UN (including UNICEF and UNESCO)
Interpol
Amnesty Intl

WTO has the most power to harm a country that "doesnt play by the rules"
Red Cross/Red Crescent seems to have access to everywhere due to multitudes of international agreements and their mission to help people and not interfere with the governments.
