Can anyone else easily and vividly picture her stumbling around a cocktail party, makeup smeared and overfilled martini sloshing on other guests?

aww come on! she actually has a point: water and generators are harder to transport to those areas. Clearly, focusing relief efforts on the most essential, most difficult to find items makes sense. The way it was said isn't perfect, but she states her intent is to save as many people as possible.

Umm right. Let's all walk around naked and carry generators.
