To me there's a huge difference between simple noise (people talking on the porch, indoor music that's audible on the street) and the kind of trespassing, puking, and violence that come when people are abusing alcohol and take a f***-you attitude toward the rest of the world. It's a two-way street; if college students want the surrounding community to tolerate their reasonable noise, it behooves them not to provoke residents with illegal/risky behavior.

I agree, there needs to be mutual respect. If you're going to live in a neighborhood where there is a high student population (dorms, GLO houses, off-campus apartments rented by students, or a combination), then you have to understand and accept that there will be some level of noise. But that doesn't mean you don't have the right to complain if the party is still going at top volume at 5am and the bass is rattling your window panes and someone has just leaned over the wall and puked in your garden.

Where it's a problem, maybe a good first step would be a town meeting with school administration, student representatives (including reps from IFC, Panhel, dorms, etc), and non-college-affiliated neighbors. Lay down some ground rules, and make some compromises on both sides. And it goes both ways - if the townies throw a loud party on the night before finals, they have to expect that the students will complain.
