At first, I figured the store owner is just a jackass. Then I thought maybe he's been burned by shoplifters so many times that he finally snapped and said "enough".

Ditto to whoever mentioned that it's hard to pay for bulk candy using the honor system since it's sold by weight and you can't weigh something you've already eaten!

It was a "clerk" or employee at the store that did insisted on charges being pressed. Probably one of those border line functionables that you can get for minimum wage feeling his/her moment of power.

I'd fire it if I were the store owner. I also agree with sherbertlemons .. . its probably bad for bsuniness.
