Were you asking if "a person" should withhold the truth because most of the time "people" are not able to handle the truth? Therefore, it would justify the other "person" lying?

Quite honestly, I can't think of many situations that justify lying; but I can think of a few. I think it depends on the nature of the truth, and who has to get it.
