Of course it doesn't -- but often you will find a government jurisdiction allowing a university to deal with a chapter, and the university is often more understanding. I understand that it does depend on the university.
2. Nationals do have a choice. They don't have to close down a chapter just because there isn't any school support. Look at Sig Pi at UCSC. Once the school shut down the Greek system Sig Pi went from 20 members to over 80.

We're talking "apples and oranges" situations here. The CU thing is working all too well. Chapters are falling by the wayside in disturbing numbers. Including ours. And we aren't likely to recolonize a fourth time until the university takes some amount of responsibility -- and yes, some amount of control.
