I don't know when people are going to figure out that it's not fancy dorms and fake lakes that make students enroll and, most importantly, STAY at a college - it's the programs and the sense of community. Then again, I think some of these presidents who go on building sprees are thinking primarily of their "legacy" and very little of the students at all.
