I'm sorry your rush experience isn't going exactly how you hoped, but I think you have a wonderful attitude. Rushing girls was hard for me, I didn't think I was ever that good at it, so remember that how people act in that setting can be a lot different. These girls must really like you and I think it's great you stuck with them and are liking them more as time goes on.
About the quota thing, I am pretty sure that is wrong. There is one quota, whether you have 30 sophomores and 5 freshman, I don't think it matters. I am almostly completely sure that what you heard is incorrect. It certainly seems unfair. Can anyone back me up?

There could be two different quotas. It varies from campus to campus... although one quota is usual some schools have a different quota for upper classmen.

For example, at the University of Texas it was almost impossible to get a bid if you were a junior so they implemented "Jr. Quota". Basically, they take the total number of Jrs going through, divide that by the number of chapters (14) and that's Jr Quota so Quota is sometimes quoted as, "58 + 3 Jrs."

It doesn't hurt the freshmen and sophomores going through (although it could now be argued that it's easier to get a bid as a Jr than as a Soph) but it's kind of a "Freebie" new member for those chapters that typically would not bid an upper classman

I'd check with your PX. Only someone from your campus, or someone familiar with ETSU Rules can tell you for sure.
