My daughter is a member of one of the unhoused sororities, and I know she is only paying the amount shown in the Dues/Fees column (except for the zillions spent on apparel, gifts for Littles, etc. :) ).

Column E shows a "building fund." TPA says included in national dues. I can't speak for D Phi E, but we do have a housing fund included in ours also, which the treasurer might simply have not been aware of. (Most of us weren't, either.) It depends on how the question was worded when they were collecting the information, as well.
