Washington State for pledging quota of 52
University of Tulsa for pledging 18 with a quota of 15
Arizona for pledging 108(!!) with a quota of 107
Idaho for pledging quota of 27

Further kudos to Texas A&M. Though it is not clear what quota was (82 to 85), DG pledged quota plus with 90!!
