No overstepping, and I apologize if I seemed accusatory.
I only see NPC chapters not having black members as a problem if they're purposely seeing to it that they don't have them. I'd expect that a typical NPC chapter's membership is a microcosm of the overall campus population, at best. Now if, hypothetically, an NPC chapter had a significant pool of black PNMs at rush consistently over the span of a few years, but its chapter is still superwhite... problem. I wouldn't throw segregation in as an automatic solution, but I'd hope the chapter would at least acknowledge it.
I'd say the same towards a hypothetical NPHC chapter that had an unusually high white interest pool expressing interest but still had an all-black membership. Again, not saying "well, just take X number and we're good" but acknowledge it.
