That's what I was assuming happened as well. That would certainly affect quota as well.

You are describing people dropping out of recruitment and quotas and the like. Those are formal recruitment terms. (I'm assuming those are the terms the Theta Phis with whom you're friends are using, and that's where you picked them up.) If they're having recruitment in spring because they're not at total, it's informal recruitment, not deferred.

Thanks for that explanation. I was not sure exactly what deferred meant, and neither did the person I asked who said they were doing Spring Recruitment.

Gotcha. In deferred recruitment, chapters who are under total do informal recruitment in the fall, usually with potential new members required to be in at least their second semester (no incoming freshmen), and formal recruitment (where all chapters participate) is deferred until spring.

Not to be picky but it's Indiana University of Pennsylvania, or IUP. IU @ Penn implies that it has something to do with Indiana University in Bloomington and/or the University of Pennsylvania, which it doesn't.
