I think the rules state that a chapter of an NIC organization can only join another NIC if they are not a chapter of the first for at least 5 years. Don't quote me on that though because stupid NIC doesn't make it's bylaws publicly available any more.

Trust me. Thee are nationals and then there are nationals. The men aren't like the sororities in terms of blind adherence to the rules. I know of colonies that have switched horses before they were installed. It is rare, but it does happen.
