All of the NPC and fraternity organizations on my campus (Pepperdine) came in at the same time. Many of the chapters first existed as locals, including mine. Since I rushed the Gamma Phi Beta colony, I'm not sure how long the local was around prior to affiliation, but I think it was at least 15 years. In our school's case, everyone was forced to go national due to risk management factors (the locals were known for hazing and partying).

ETA: I believe Valparaiso went through the same thing as us just a year later.

I was actually thinking about Otterbein and Capital when I wrote this. I know that Capital is converting their locals into NPC and NIC groups- and I just wonder how well that will work. I have many great memories of hanging out with one of the local fraternities at Capital, and it was an Otterbein sorority member that I worked as a camp counselor with that helped me decide to re-rush.
