It's all a product of the general attitude of the populace. Maybe as more out of state people (and I mean from the North) come in, more diverse women will go through recruitment, but as it now stands, this is a problem across the south.

I think the dude who created it either just 1) came out of the closet or 2) started dating a nonwhite woman and is having his own little midlife crisis version of neoism. Silly baby boomers. It's not really about anyone else, it's about them.
