Actually, I believe that's the scenario they're trying to prevent. The sorority wants its chapters' philanthropy projects to be a good reflection on the sorority and our philanthropy.

That's funny! IIOAs have traditionally been AOII husbands (some alum chapters actually made initiation rituals for this! None sanctioned by AOII, of course.) My chapter elected a Beaux each year...it was Louisiana, so that's a logical name. Alpha Male is cute. The chapter I advise does a philanthropic event in which men compete to be the AOII "Pi Guy".
