Sounds like it.
In a way that is good. That way, all chapters can be close to having the same number.
OSU has changed chapter total over the years, but not by much.

Tri-Delta has a new chapter at Univ. of Texas at Dallas. The colony just added 26 new members.

UVA - Wise: Quota was 8! (2/3 groups made quota, there are 3 groups now too - Phi Sigma Sigma, AST, and Theta Phi)

irishpipes, the ASA chapter at East Stroudsburg in PA is no longer active. It was closed in (I believe) April of 2007.
