The problem is all their parents aren't responsible loving adults. They are babies raising babies and the discipline is not as strict as it should be; the younger parents are too worried about other things rather than where their child is and what he/she is doing.

Big-ups to the young mothers who raised their child(ren) right (with manners and respect) and to the best of their ability. However, teen pregnancy is still a growing issue.
