If they don't have a chapter house yet it can definitely hold the numbers down. Plus at an uber-traditional school being "the new house" can hold them back for a couple years. They'll be fine.

Quota is the number of new members each chapter is allowed to bid. This is extremely oversimplified, but it is essentially the number of PNMs attending preference divided by the number of chapters. (Reiterating that this is extremely simplified.) So, if 500 PNMs go to preference (the final parties of recruitment) and there are 10 chapters, quota would be 50. Taking quota is seen to indicate a healthy chapter and missing quota can be a sign of struggles.

There is a much lengthier technical answer to your question, but that's a working answer.
